CCDH SECRETARY-GENERAL MEETS A HIGH-LEVEL JUDICIAL DELEGATION FROM BURKINA FASO

Mr. Mahjoub El Hiba, Secretary General of the Advisory Council on Human Rights (CCDH), met a high-level delegation from Burkina Faso, currently on an official visit to Morocco, led by Mr. Abdouramane Boly, First President of the Burkinabe Court of Cassation and Mr. Urbain Traore, Attorney General at the same court, on September 22nd, 2010, at the headquarters of the Council.

Mr. El Hiba shed light on the Moroccan experience in the field of transitional justice and highlighted the historic context in which the Council was created. He explained the structure and the missions of the Council, which is a national institution to promote and protect human rights. He also recalled the philosophy of the Equity and Reconciliation Commission (IER) and confirmed that it is a unique experience in the Moroccan history and a courageous step to read and turn the page of the past.

Mr. El Hiba talked about the process of reforms adopted in Moroco, giving example of the judicial reform, about which the Council prepared a memorandum, believing that independency of the judicial system is a main pillar to achieve justice. Besides, he listed the projects of the Council and its partners, such as the Citizenship Platform for the promotion of human rights culture and the National Plan of Action on democracy and human Rights.

During this delegation’s visit, a framework cooperation convention was signed between the Burkinabe Court of Cassation and the Moroccan Supreme Court and the Office of Vocational Training and Labor Promotion (OFPPT). This convention aims to promote cooperation between the two judicial systems, mainly in the field of computing through the organization of a continuous training program for the Burkinabe Court of Cassation’s staff.
