Tangier to Host the Fourth Regional Consultation Meeting on the Process of Drawing up the PANDDH in Morocco

The Centre for Documentation, Information and Training in Human Rights (CDIFDH) is organizing the fourth regional consultation meeting on the process of drawing up the National Action Plan in Democracy and Human Rights (PANDDH ), on July 19, 2008, at 9 a.m. in Tangier, Flandria Hotel, Street Mohammed V.

The meeting, which follows three other regional meetings held during the months of June and July in Marrakech, Agadir and Meknes, aims to mobilize and raise awareness of local actors as regards the PANDDH. The meeting will see the participation of actors from the following regions: Tangier, Al Hoceima, Nador, Taza, Laarach, Kesar Lekbir, Tetouan, Asilah, and Chefchaouen.

As was the case with the former meetings, the Tangier seminar addresses the following themes: Roles and organization of actors, modalities and tools of appropriation and participation of actors, defining priority themes, and defining the needs in terms of actors’ capacity-building.

After this first phase of regional consultation, comes the phase of implementing operational structures for monitoring the PANDDH drawing-up, namely the steering committee and thematic groups.

It is worth mentioning that the PANDDH, recommended by the World Conference on Human Rights in Vienna (1993) and launched in Morocco at a national symposium, held on April 25-26, 2008, is the first plan of its kind in the region of North Africa and Middle East including the dimension of democracy.

The process of drawing up the PANDDH is scheduled over a period of three years which will be divided into two phases: a preparatory phase for defining, establishing and strengthening key institutional organisms and mechanisms in charge of drawing up the PANDDH and a second phase for escort and follow-up of the implementation of the Plan.

This process of drawing up the PANDDH is a subject of a partnership agreement between the Advisory Council on Human Rights (CCDH) and the European Union.
