Training session: techniques of investigation and monitoring in places of detention

The National Human Rights Council (CNDH) and the Dutch Ministry of Foreign Affairs held, on the 9th and 10th Sept. 2014 in Rabat, a training session on the techniques of monitoring and investigation in places of detention, for the members and staff of CNDH and its 13 regional human rights commissions.

This is the second training held in cooperation with the Dutch Ministry of Foreign Affairs. It aimed to strengthen the capacities of CNDH members and staff and provide them with the tools to master fundamental principles of human rights investigation and monitoring and interviewing in places of detention.

Speaking at the opening session, Ms Jamila Sayouri, CNDH board member, explained that this training is a part of a capacity building process established by the CNDH to better improve the skills of its members and administrative staff. This process, she said, will help the Council fulfill its mandate; better protect and promote human rights in general, and monitor prison conditions and protect prisoners' rights in particular.

Ambassador Ron Strikker commended cooperation with the CNDH and said that the role of the Council in the protection of human rights and respect for international human rights conventions reflected Morocco's commitment in this area.

The training was held within the framework of the Matra South training and cooperation program. This program was initiated by the Netherlands to support democratic transition in several Arab countries, including Morocco. The first Matra South/CNDH training session was held on 26-28 Sept. 2013.
