CNDH and UE sign a twinning agreement, including institutions in France, Austria, and the Netherlands

The National Human Rights Council (CNDH) and the European Union concluded a twining agreement to support CNDH’s organizational and technical capacities in Rabat, on Tuesday June 16th 2015. The agreement was signed by Mr. Driss El Yazami, CNDH Chairman, and Mr. Michael Köhler, Director for EU Neighbourhood Policy at the European Commission.

This cooperation is after all about the values ​​we share and wish to promote, Mr. Köhler said. We are happy to play a small role in developing and promoting CNDH’s activities and be part of this partnership with other friends from French Austria and the Netherlands, He added.

For his part, Mr. El Yazami said that CNDH has the ambition to play the role of national prevention mechanism against torture, the disability rights mechanism, the children redress mechanism and the discrimination and gender equality mechanism. Of course CNDH will need to strengthen its capacities to effectively play these mandates, hence the importance of this twinning project, which will also support the establishment of CNDH training institute.

The 24-month twinning project (2015-2017) will be implemented through a consortium of three institutions, from three EU Member States; the Commission nationale consultative des droits de l'homme (France), the Ludwig Boltzmann Institute of Human Rights (Austria), and the Centre for International Legal Cooperation (in the Netherlands).

Funded by the European Union to the tune of € 1.2 million (over 13.97 million MAD) aims at:

- strengthening technical capacity of the members and staffers of the National Human Rights Commission and its regional commissions;

- implementing CNDH’s new organization chart and enhance its quality approach;

and enhancing CNDH outreach policy and improving the visibility of its campaigns and projects.

The twinning project is implemented within the framework of the European Union-Morocco Action Plan.
